John Mueller, at his counter-intuitive best. I routinely pimp his Foreign Affairs article on the terrorist threat, which is also worth reading if you’re looking for a measured assessment of the capabilities of stateless actors.

I actually just listened to Mueller give a great presentation at the Miller Center of Public Affairs this afternoon. I plan to give his new book a read.
